The comment option can shape into a sort of review system (especially for the websites that sell something), where people would like to read the comments (posted by other users), before they make a purchase. Once the webmasters realize that these comments are influencing customer's final decision, they'll start manipulating for sure. @Titans

If I like targeted website, I'd bookmark the site directly. I think this feature is useful for Google, not for end users.
